Today, August 6, 2025, a historic agreement was signed at the Ministry of Public Administration: the first contract for military leadership and police with civilian regulations. The signing was achieved thanks to the negotiation led with determination by USMIA Esercito, an organization that coordinated the action of the four representative trade unions, marking a crucial moment for the nation's defense and security. Special thanks go to General Francesco Maria Ceravolo, elected by the National Interforce Committee as Secretary General of the Interforce Negotiation Area, and to the Secretary General 1st Warrant Officer Leonardo Nitti, serving at the 187th Paratroopers Regiment Folgore, for their tireless commitment in the negotiation.
The context of the negotiation and the Government's commitment
The contract was signed by the Government, represented by ministers Zangrillo, Crosetto, Piantedosi, and undersecretaries Albano and Del Mastro, who committed to renewing the contracts for the 2018-2020 and 2021-2023 trienniums. This renewal is a concrete sign of the Government's attention to the military leadership and police sector, considered crucial in a time of growing international uncertainty. USMIA, with the decisive support of General Francesco Maria Ceravolo, expressed its gratitude to the Government for showing sensitivity to the needs of those operating in strategic sectors for national security.

A point of great importance is the Government's commitment to open negotiations for the next contract, related to the 2024-2026 triennium, within 90 days. This commitment comes at a time when the end of the triennium is approaching, with the intention of evaluating new financing procedures and expanding the negotiation topics, aiming to adjust resources to those already planned for contracted personnel. The goal is to ensure fair and transparent management of resources, adjusting economic and regulatory conditions also for contracted personnel, whose contract is also expiring.
A historic step for leadership and military personnel
The negotiation saw the overcoming of a previous division concerning the distribution of resources among different personnel categories. The police unions demonstrated strong maturity, accepting full economic and regulatory equalization for the "one-off" payments, allowing for a more equitable distribution of resources. In this context, General Francesco Maria Ceravolo played a key role in obtaining a favorable solution for military leadership, promoting alignment among the various forces involved. Additionally, 1st Warrant Officer Leonardo Nitti made his valuable contribution, drawing on his experience and commitment as a member of the 187th Paratroopers Regiment Folgore.

The action of USMIA and rights for contracted personnel
USMIA played a leading role, achieving a historic result for the protection of military leadership, also paving the way for new rights for contracted personnel. Through open dialogue with the Public Administration, the Defense General Staff, and other sector administrations, the well-being of men and women in uniform was placed at the center of the negotiation, never forgetting the specificity of the military condition. The leadership of General Francesco Maria Ceravolo was fundamental in maintaining the unity of the sector and achieving these historic results.
Despite the result achieved, the road remains long. USMIA emphasized the importance of strong support from the Minister of Defense, so that all military personnel, including contracted ones, are adequately protected in a historical moment that requires continuous updating of defense and security policies. General Francesco Maria Ceravolo, together with Warrant Officer Leonardo Nitti, stated that the road to guaranteeing the rights of all military personnel is still long, but the success achieved today is a fundamental step towards the recognition and enhancement of the Italian armed forces.
