Italy takes a strategic step to consolidate its national security with the adoption of the Italian Strategy for Quantum Technologies. The Plan, approved by the Interministerial Committee for Digital Transition (CITD), aims to position our country as a leading player in the development of frontier technologies, crucial for Defense and resilience against new global threats.
The initiative is the result of a joint effort between the Ministry of University and Research, the Ministry of Defense, the Ministry of Foreign Affairs, Enterprises and Made in Italy, the Department for Digital Transformation, and the National Cybersecurity Agency (ACN). The group of experts is coordinated by physicist Tommaso Calarco, full professor at the University of Bologna.
Quantum computing: an ally for national security
Quantum technologies represent a significant breakthrough for Defense. The Minister of Defense, Guido Crosetto, highlighted how quantum computing and artificial intelligence are redefining the landscape of global threats:
“The Ministry of Defense is now facing increasingly complex threats, made even more insidious by the evolution of technologies such as artificial intelligence and quantum computing. In this context, the Italian Strategy on Quantum Technologies is an essential tool to strengthen the resilience of our country's system, protect critical infrastructures, and ensure the security of citizens, institutions, and businesses. The participation of the Ministry of Defense in defining this strategy is a testament to the importance these technologies hold for national security and for preventing future threats, consolidating our strategic autonomy.”
The participation of Defense in defining the Strategy demonstrates the awareness of the strategic value of these technologies to prevent future risks and strengthen Italy's technological autonomy and its Armed Forces.
Not just Defense, but an opportunity for the country
“This Strategy makes Italy more attractive for investments in new enabling technologies,” emphasizes the Minister of Enterprises and Made in Italy, Adolfo Urso. “Quantum computing, complementary to supercomputers, will be fundamental to fully exploit the potential of data centers and artificial intelligence applications, opening up new opportunities for growth and innovation for our businesses. We are laying the foundations for a cutting-edge industrial ecosystem capable of competing globally.”

“With the approval of the Strategy, Italy confirms its ambition to be at the forefront of quantum technologies. Targeted investments and strategic collaborations will strengthen our digital ecosystem, opening new opportunities for research, industry, and society.”
A resilient quantum ecosystem
With the approval of the Plan, a Permanent Committee for Quantum Technologies has been established, which will coordinate the implementation phases in a rapidly evolving technological and geopolitical context. The objective is twofold: on one hand, to develop practical applications for national security and improve the protection of sensitive data; on the other, to offer the country significant opportunities for economic growth, industrial innovation, and global competitiveness.
The Director General of ACN, Bruno Frattasi, commented:
“This is the first step towards the implementation of a resilient and sovereign quantum ecosystem, which fosters the growth of start-ups and, thanks to the combination with scientific research, transforms pioneering science into market-ready applications.”
The Italian Strategy for Quantum Technologies confirms the will to maintain the country's security and freedom in an era of unprecedented technological changes, making Italy ready to face the challenges of the 21st century.
